Abstract : The small scale fishing (SSF) activities because of their heterogeneity are often not considered in the fisheries governance systems at international or national levels and thus despite their crucial importance in term of fishing resources valorization especially in coastal areas. In a context of overcapacity of the fleets and overexploitation of certain stocks, the allowance of fishing rights tends to spread on a European scale without conditions for application to SSF (around 80% of vessels) and the implications in terms of fisheries dynamics be taken into account. In France, the evolution of the regulatory context and allowance of the rights raises the question of the choices in terms of rights supports (quotas, licences) and institutional organization for their allowance. The economic valuation of the consequences of the implementation of these various regulatory options is then asked. The thesis will have to answer the following questions:

 

Does there exist a model of management of the fishing rights in France and which lessons to draw from the international experiments from SSF regulation? What were the impacts on selected SSF compared to large scale fleets of the various regulatory systems? How to evaluate the economic impacts of various scenarios (example: transferability vs non-transferability, allowance on a grandfathering basis vs another criterion)?

ICES Annual Science Conference 2009
21-25 September - Berlin

Poul Degnbol (European Commission) and Martin Pastoors (the Netherlands) want to draw your attention to a theme session at the  ICES Annual Science Conference 2009 which takes place 21-25 September in Berlin

 

At this conference there will be a theme session dedicated to the upcoming reform of the EU Common Fisheries Policy. The title of the theme session is: Potential changes in the EU common fisheries policy: implications for science (session R)

 

The theme session will be introduced by a plenary presentation on the CFP reform.

2008 PhD COURSES AT CEMARE, THE UNIVERSITY OF PORTSMOUTH

This year, CEMARE will be offering the following intensive PhD courses:

• Fisheries Econometrics, 9th - 20th June 2008. Course leaders:  Professor T. Bjorndal and Professor D.V. Gordon, University of Calgary.
• The Economics of Fisheries Management, 23rd June - 4th July 2008.  Course leaders Professor T. Bjorndal and Prof G.R.Munro, the University of British Columbia/the University of Portsmouth.
• The Economics of Aquaculture, one week, end of August/early September 2008.  Course leaders Professor T. Bjorndal and Professor F. Asche, University of Stavanger.
The courses Fisheries Econometrics and the Economics of Fisheries Management will both be given over 10 days, with four lecture hours a day, for a total of 40 hours.  The Economics of Aquaculture course will be a five day course, for a total of 20 hours.
The courses are open to postgraduate students as well as fisheries researchers.  There will be a fee for attending the courses.  More information is provided on the website www.port.ac.uk/cemare
